Here is the solution. Wounds.
While unproven, I do believe wounds has some effects on speed of attacking: recharge times.
The Afreet is considered wounded at 100 health. The quetzal, at 75.
So the quetzal has more HP and a lower wounds. The Afreet has lower HP and higher wounds.
If my suspicions - which are founded upon experience of levi v levi fighting mostly, as well as many other encounters - are true, it shows this is at least part of the solution.
While most of you lack an idea of what I am talking about, hopefully Bridger does and can express it in plain English.
Also, the field 'FAST' is unexplained at the top of unitrules, and is higher on the Quetzal (100 instead of 65).
