I have played a large amount of skirmish games against toughest AIs; Alim and Cuotl AIs seem to be creating Glass Dragon and CofV properly but I have yet seen a single Vinci AI that creates even one Land Leviathan. I want to know has anyone seen it happening in the past or not? If yes under what environment (what map, what AI name if you can remember, what update version. etc)?

I managed to get it working.
Steps:
(1) Make sure you have run modpack.exe.
(2) Open Data/tribes/vinci.xml, look for the following line:
change "vinci.bhs" to "vinci2.bhs"
(3) Go to rules/scripts folder, copy "vinci.bhs" and paste it in the same folder, renaming it to "vinci2.bhs".
NOTE: steps (2) and (3) are NECESSARY, you must do it for the game to not use the pre-compiled version of AI.
(4) Open "vinci2.bhs", go to line 585 and 594, change them to the following:
Note that the last two parameters are both true.
(5) Open "prodai_lib.bhs", go to line 2137. Below that line, insert the following line:
(6) Now the Vinci AI will produce Land Leviathans!
