I tried to modify the population limit (xml file in data folder) but nothing happaned and I cannot find any solution for this.
I got installed Motters_New_Nations_and_Campaign_Mods_Combined.

If anyone can help me with this it will be very good thing.
Oh and I wanted to change the buildable number of distric to 1 city but first things first.
