1) you have to enable the player as computer controlled in the editor.
2)You play your scenario maps the normal way, you can even play them multiplayer, just make sure you place the players correct tribe buildings and units.
3)Have you read the guides. in the download section of this Heaven.

Here are instructions on how to make a simple scenario map:
Load SummersHeat in the editor, save it right away with a different name. Like Desertheat.
Change the setting from multiplayer to scenario. Enter the New map name in the labeled field. Choose the option to lock player position.
Make the first player human and whatever tribe you want to be, place that tribes small city in the starting positon you want, place a mine, 5 miners, a scout. Give the amount of initial resources and points you want. If vinci place a prototype factory.
Do the same for the 2nd player, but choose computer control.
Keep saving as you proceed.
You can play this map now. It is not fully done but still playable.
exit the scenario, go toquickbattle my maps, select desert heat.
If you do this carefully it will work. It might take several attempts because you may not be familiar with the editor and may make lots of mistake (that is normal) but you soon will be familiar with it.
Two advisements:
1. a good rule of thumb whenever you change something, or add a value in the editor's windows [not the map] is to press enter to lock the new data into memory.2. Go download the official guides, and member contributed work, read the forum pages from about 10 months ago and earlier.
Have fun. Don't worry about mistakes, your learning with every single one.
I will be releasing a map in a couple of weeks. I have had tremendous joy (and frustrations) making it, and fantastic fun playing it hundreds of times as I have slowly improved it.
