Vinci's Industrial Devestation is my favourite as the damage it does when inflicted on a city is predictable, and it never requires time or thought after its execution.
Alin's Summon Army, while good, can take a lot of micro after it is executed.
Cuotl Starbolt is my least favorite, it requires micro, does less damage than ID but it does not need los. I kind of wish Starbolt was linked to the Hero first chosen (and not available until that hero was chosen) so that if Czin were chosen it would be a devasting plague with damage that continued after the bolt passed to another area, and with Shok the opponent loses control of his units and they stop fighting (sort of like her Storm power), with Xil they burn and burn.
Eye candy award, of course, goes to Starbolt. ID is kind of ugly. Summon Army is a neat summoning.
So measuring both for effect and aesthetics I guess Summon Army could be said to be best yet I'll reaffirm ID as best because effect trumps aesthetics in gameplay.
I quess Shala you play RoL on the highest settings. I just went back to that setting and was almost entranced with the beauty of the game again as I was when I first started playing last summer. I went to low settings because I had the idea that online play might be effected by the settings(not sure as I played a couple of games on high settings and it did not seems to cause lag).

wtf. some people don't use scouts. Relics , keepin eye on opponent. I can't believe anyone does not use the scout. At least set it to autoexplore.
